Kay-Linda Laporte is an expert senior executive manager and sought-after consultant with extensive experience in federal government operations and human capital management. Kay brings to any organization more than 30 years of public and private sector management and leadership experience.
At the Federal Permitting Improvement Steering Council (The Permitting Council), Kay retired as the Deputy Director of Administration and Chief Human Capital Officer. Kay’s portfolio included leading the day-to-day, management and leadership of all C-suite level administrative functions to include human resource, IT, security management, records management controls, facilities, personal property, budget and finance management and execution, contracting and contract oversight and daily operations of the Office of Executive Director.
Kay’s tenure at the General Services Administration (GSA) as the Deputy Director of Commissions and Boards involved working closely with the Office of the President and Congress to maintain, stand up and sunset presidentially and congressionally approved agencies. She oversaw all human capital services for over 35 unique external federal clients including staffing and recruiting, classification, benefits, employee and labor relations, strategic workforce and succession planning, leadership development and talent acquisition.
Throughout her career, Kay has extensive experience in successfully leading organizational-wide strategic initiative and delivered specialized leadership to a wide variety of organizations including the US Departments of Defense, Homeland Security, Education, Justice and Agriculture.
Kay is a proud alumni of Howard University in Washington DC and currently resides in Laurel, Maryland. She is a native New Yorker and an avid Pittsburg Steelers fan.
